Paul Gouda, the man in charge of the referee development programme in the district, is committed to promote the quality and quantity of referees in our region.
1- Referee:
I am still an active top class "1" referee in BC, Canada.
I was lucky to have my share of the international scene in several countries in Asia and Europe in particular, and now the uncomfortable number "40" in reference to age limits means "forget it buddy; you had your turn".
I am still however qualified as a grade 1 referee to officiate any international match if appointed by CSA in Canada. For those who are not familiar with referee grades, the entry level is "5", then "4", "3", "2" and the top grade is "1". In Most European countries, once a level -1, you're a candidate to FIFA title nomination. Only in Canada they added the "National" class. Grade-1 in most countries is the National class.
So yes, I am still presently active as a top class Canadian referee at grade-1. I am presently (2000) a BCSA - Canadian grade "1" referee. Click on the link to the left to visit my referee page.
2- Referee Assessor & Instructor:
3- Technical Football Management:

I am very active as a Referee Instructor and Assessor in BC, having just this season alone "2000" traveled to conduct clinics in Victoria, Port Hardy, Sparwood, Nanaimo; as well as having been invited by provincial and district RAs outside the Province to instruct at SRA clinics for senior referees on specialized topics.
As indicated by my Referee Instructor & Referee Assessor pages "see links to the left" - I have achieved the National Instructor & Assessor status overseas while serving a professional 3 years contract as a National Referee Development Director in the Arabian Gulf.
Presently, 2000, in British Columbia, Canada, I am an active Provincial Assessor & Instructor.
In Canada, the provincial soccer "Football" association qualifies assessors and instructors and classifies them at these levels or grades:
Club - district - Regional - Provincial "State".
I was appointed by BCSA to write the instructor clinic-3 manual. Click on the instructor page for details.
C) Central Vancouver Island Soccer Referees' Association; treasurer then secretary.
The following recent article by "Nanaimo Harbour Star" newspaper, published Sept. 16th, 2000
